Clearance is where most shipping delays actually happen. Not at sea, not in the warehouse, but in the gap between documents and cargo. Understanding the process removes most of the surprises.
What clearance is checking
Authorities are confirming three things: that the goods are what you say they are, that the declared value is credible, and that the paperwork is internally consistent. Problems almost always come from the third.
Documents that must agree
- Commercial invoice, showing the goods, quantities and values.
- Packing list, showing how those goods are physically packed and their weights.
- Transport document, either the bill of lading or the air waybill.
- Certificate of origin, where the destination country requires it for duty purposes.
If the invoice says 40 units and the packing list says 42, the shipment stops until it is explained. These mismatches are the single most common cause of delay we see.
Declared value
Understating value looks like a way to reduce duty. In practice it creates two risks: a valuation query that holds your cargo, and an insurance payout limited to the low figure you declared if something goes wrong. Declare accurately.
HS codes
Every product is classified under a code that determines duty rates and any restrictions. Getting it wrong can mean paying the wrong duty or discovering a permit requirement at the worst moment. Confirm the code before shipping, not after arrival.
Timing
Prepare and submit documents before the cargo arrives, not when it lands. Cargo that waits for paperwork accrues storage charges at the port, and those charges grow daily.
Practical checklist
- Confirm the HS code and any permits well before booking.
- Check that every number matches across all documents.
- Declare true values and accurate descriptions.
- Send documents to your forwarder early, so clearance can start before arrival.
